You need to tell us some about your installation.
1) Is your Moodle hosted by a third party, on your own server or on a separate PC?
2) Who deleted 'dataroot'. Do you have access to the server file system yourself? Can you check if the data files are still physically present?
3) Are there any backups of the dataroot files. Who was responsible for making backups (if any).
