As you say, you can't install it direct from the Play store, but using work-arounds on the net, I do have flash on my nexus7 with the firefox browser, although I haven't tried on my nexus4 yet.
That said I agree, Android/Google are deliberately making it hard to install in order to kill it off on their devices and most users will not bother to do this and will just say - no, Flash doesn't work
