1.- Yes, one unique design (i.e. settings in the Settings block rather than in tabs) should be adopted starting with a future version (2.6?). Moodle 2 has been around for enough time now for users to be used to its "blocks"interface.
2.- I also agree about the position of the Settings block. When one is in Edit mode, clicking on a module's Edit link should automatically place the Settings block in the top position, rather than the Navigation block standing there, where it's not needed in the context of Editing.
3.- There is also a case for moving anything (or most things?) related to a module from the Navigation to the Settings block, and this has been partly discussed in the Quiz forum.
