participating gsoc 2013 under moodle

Hi all,
I'm a final year undergraduate at University of Moratuwa. I'm interested in participating gsoc 2013 under moodle
 
I checked the instructions in the page "Applying_to_work_with_Moodle_for_GSOC"[1] and will do needfuls.
 
I also checked the project ideas at "Projects_for_new_developers"[2], And wanted to create local repositories for development. For creating local repositories I found article "My_Moodle_Git_workflow"[3] by User:Sam_Hemelryk.

As article "My_Moodle_Git_workflow"[3] is written in 7 July 2011, I want to is it okay to proceed with branches master, MOODLE_20_STABLE & MOODLE_19_STABLE as a start?

Also won't it be a good idea to fork the original project first, and the create local repositories from fork project?
