How many editions i need to do to be allowed to create pages?

I edited a bit the page you suggested me (http://docs.moodle.org/dev/Editors) but i still can't create the page i mentioned there (http://docs.moodle.org/25/en/Creating_a_Moodle_specific_TinyMCE_plugin) i already have the content i want to put inside of this new page, but i cannot create it!
