In the tracker, there is the MDL project for core things, CONTRIB for third-party plug-ins, and a whole host of other project that are all listed on the tracker front page.
However, don't just put an idea for a new plugin in the CONTRIB project. No-one will see it. The suggestion above to discuss the idea in an appropriate forum is the most likely way to get some mind-share for your idea.
