I agree with Jack. The heading system of Moodle is so inconsistent. This is my first time using Moodle; I've been customizing a theme for it and the headings have really thrown me for a loop. Some pages begin with h2 headings, others with h3. Some don't even have headings. Some headings match the page title represented in the breadcrumbs, others have completely unique titles that should maybe be h3 elements. I would go and change the heading html outputs for every page, but there are so many warnings against changing the Moodle framework that I am hesitant to do so. Even if I wanted to do this, for the life of me I can't find the files that actually output individual pages.
I have been manually changing the page heading titles, in language customization, so that they match the breadcrumbs. This is such a pain.
I've also done this weird hacky thing with the breadcrumbs output to give pages without titles a heading. I create a secondary ( <?php echo $OUTPUT->navbar(); ?> ) and hide all the li elements except for li:last-child. (If someone knows how to do this better in php, please let me know. My php capabilites are limited. )
The page heading output is especially nightmarish (<?php echo $PAGE->heading ?>) . Sometimes it echos an actually page title or course title, but most of the time it outputs the website's name, which looks kind of strange, when there is a website logo directly above it.
