Change Password in Navigation

I have authentication and account creation done by means of a link to AD and it syncs so that the student's AD account is always the same as the moodle 1.  Therefore everywhere it has forgotten password I had it set so that it sends them to our college's policy page on how to change it.  But on moodle in the navigation block there is a link to change password which sends you to login/change_password.

I have looked through the settings and can't find how to change this.  Am I missing something or can you not change this one link?
